Associate General Counsel – Compliance
The candidate will report to the General Counsel (GC) and will work with both the GC, other lab counsel and management and staff at all levels within firm. Will oversee a team responsible for firm’s management and operating contract, policies and procedures, and records management functions. Job responsibilities will include: providing legal counsel in these areas in addition to setting goals for and directing the activities of the team. Collaboration with relevant stakeholders to ensure that the organization is compliant with the terms of firm’s Prime Contract with the Department of Energy and other legal and regulatory requirements will be a primary focus of this role. Assess and provide solutions for various legal issues arising at the laboratory. Key responsibilities and accountabilities include: Understanding laboratory requirements from varied sources and integrating these into an effective set of policies and procedures to ensure compliance. Analyzing and resolving situations involving ethical considerations and conflicts of interest. Counseling the Environment, Safety, Health and Quality Office on compliance issues. Interpreting legal and other contractual provisions, government regulations, statutory and case law and providing counsel on the appropriate course of action to achieve laboratory business objectives while minimizing organizational risks and exposures. Participating on multi-disciplinary teams to address issues and develop strategies that accomplish the NREL mission. Identifying and analyzing legal issues, drafting key documents, presenting clear recommendations, and assuring legal compliance. Supporting the Acquisition Services Office by providing counsel and review of procurement instruments, DOE-funded subcontracts, leases and other contracts. Assisting the Technology Transfer Office on the negotiation and drafting of agreements (e.g., CRADA, ACT, SPP, NDA, MTA, MOU, etc.). Working with the Office of General Counsel team to provide legal support necessary to properly represent Alliance and its efforts to successfully accomplish the mission. Working closely with the firm, attorneys and the DOE Headquarters Office of General Counsel in the conduct of duties assigned, as required.
